Saanich takes first steps toward changing short-term rental rules

Saanich homeowners may eventually have a new way to earn extra income, as council moves toward allowing short-term rentals for up to 120 nights a year.

Council has directed staff to draft regulations that would permit short-term rentals on a limited basis, with proposed bylaws expected to return for consideration in early 2027.

The move would mark a change from Saanich’s current rules, which prohibit short-term rentals in all zones and housing types. Under existing regulations, rentals of fewer than 30 consecutive days are not permitted.

The review comes as municipalities across B.C. continue to adjust their short-term rental rules following provincial changes and ongoing concerns about the loss of long-term rental housing.

Saanich staff presented council with options that looked at balancing homeowner flexibility with the need to protect housing for long-term residents.

Supporters say limited short-term rentals could provide homeowners with another source of income, while concerns remain about removing homes from the long-term rental market during a period of low vacancy and rising housing costs.

The proposed regulations will not take effect until council adopts new bylaws. Until then, short-term rentals remain prohibited in Saanich.

Residents can still rent rooms, secondary suites or garden suites for 30 days or more, provided they meet applicable requirements. Bed and breakfasts are also permitted in some circumstances when operated from a principal residence.

Staff are expected to bring draft regulations back to council in early 2027.
