Dany Moreau guilty of fraud, conspiracy in Montreal city contracts scheme

The former vice-president of engineering consulting firm Groupe SM has pleaded guilty to conspiracy and fraud charges following a yearslong corruption scheme.

Dany Moreau, 65, entered the plea at the Montreal courthouse on Monday.

He was one of several people charged following the anti-corruption squad (UPAC) investigation into the awarding of municipal contracts in exchange for donations to the Union Montréal party between 2004 and 2009.

He will serve a 21-month sentence in the community.

According to an agreed statement of facts filed in court, Moreau participated with the engineering firm’s former CEO, Bernard Poulin, in the collusion scheme, which saw Groupe SM fraudulently obtain nine tenders.

Yves Théberge, former vice-president of the firm CIMA+, had also pleaded guilty in this corruption case in January 2018.
