Kingston police have announced the results of a months-long investigation into fentanyl trafficking in the Limestone City. The operation, dubbed “Project Harbour”, began in November 2025. Police say it focused on local drug traffickers and “identified a person responsible for bringing quantities of Fentanyl from the Greater Toronto Area (GTA) to supply Kingston residents.” In a news release issued on Friday, Kingston police said addresses in Kingston and St. Catharines, Ont., were searched in May in connection with the investigation. On May 21, police searched a home on Castell Road and arrested two people. Police seized more than two kilograms of fentanyl, 93.6 grams of cocaine, $62,835 in cash and a handgun and ammunition. A 43-year-old resident of Kingston and a 32-year-old resident of Kingston were charged with several drug trafficking and firearm-related offences. On the same day, a resident of St. Catharines was arrested, and police searched a vehicle in Port Hope, Ont., seizing 86.8 grams of fentanyl that police say was bound for Kingston. A home in St. Catharines was searched, with help from the Niagara Regional Police Service, which resulted in the seizure of cash, and precious metals including gold, silver, and copper. On May 22, Kingston police and Toronto police executed a search warrant at a commercial property in Vaughan, seizing nearly 11 kilograms of methamphetamine, scales and packaging materials, 8,746 grams of 1-phenyl-2-propanone (P2P), a precursor used in the production of methamphetamine, 9,000 grams of caffeine, commonly used as a cutting agent, and a pill press. A 23-year-old St. Catharines resident was charged with drug trafficking-related offences. None of the accused individuals was identified by name in Friday’s news release. Kingston police said the successful completion of the investigation was made possible through funding provided by the Ontario Ministry of the Solicitor General, with support from Criminal Intelligence Service Ontario. “Project Harbour represents one of the most significant drug enforcement investigations undertaken by Kingston Police in recent years. Through the tireless efforts, dedication, and professionalism of our investigative team, along with the exceptional support of our policing partners across Ontario, we were able to disrupt a sophisticated drug trafficking network and dismantle a pill manufacturing operation responsible for producing dangerous illicit drugs,” said Acting Insp. Jeff Thompson, in a news release. Kingston Police Chief Adam MacIntosh said the operation was part of a larger effort to curb drug trafficking in the city. “In 2026 alone, our investigators have executed dozens of search warrants, seized fentanyl and firearms, made numerous arrests, and laid significant criminal charges against those involved in drug trafficking and other criminal activity,” he said. “These results reflect the dedication, professionalism, and persistence of our members, who work every day to disrupt organized crime, hold offenders accountable, and enhance public safety for everyone in Kingston.” Kingston police say, in addition to “Project Harbour”, investigators have, to date, executed 22 search warrants and obtained 17 additional judicial authorizations as part of proactive investigations targeting drug trafficking and criminal activity.
