CTV National News: What can Canada expect from Prime Minister Carney?

Arriving at Rideau Hall to officially become Canada’s 24th prime minister, Mark Carney is pledging to get “straight to work.”

“Our message? We’re a very focused government, focused on action. We’re going to get straight to work,” he told reporters on his way in to his history-making swearing-in ceremony.

After nearly a decade in power – marked by highs and lows, policy gains and broken promises – Justin Trudeau made the resignation he first announced in January official in a private meeting with Gov. Gen. Mary Simon at Rideau Hall on Friday morning.

“Thank you, Canada — for trusting in me, for challenging me, and for granting me the privilege to serve the best country, and the best people, on earth,” Trudeau said in a post on social media.

‘Change, focus, action’

Incoming prime minister Carney – five days after a landslide Liberal leadership victory – will soon swear the requisite oaths of office and allegiance, and will present Simon his new ministry.

The top Liberals expected to be part of the new prime minister’s inner circle have arrived at Rideau Hall, in what’s already shaping up to be a more pared-down occasion than Trudeau’s grand 2015 coming-to-power.

The three words Carney’s team is circulating Friday morning are: “change, focus, action.”

As the final transition pieces were moving into place on Thursday, Carney posted that he’s “building a government that will deliver what our country needs most.”

One immediate change will be Carney moving away from Trudeau’s prioritization of regional representation and gender balance on his front bench, something a senior source says is on account of there being fewer people in cabinet.

The swearing-in ceremony is scheduled to begin at 11 a.m. EDT on Friday.

Who is in, who is out?

CTV News has confirmed Carney will be making several big adjustments to what’s largely being viewed as his pre-election cabinet.

A senior government source said Carney will have around 20 people on his front bench, down from Trudeau’s last 36-person cabinet.

Among the moves Carney is making in naming his first ever ministry:

Key endorser Francois-Philippe Champagne is being promoted to finance minister, meaning Dominic LeBlanc will be moving into another portfolio, likely still related to Canada-U.S. relations.

Foreign Affairs Minister Melanie Joly, fresh off a G7 foreign ministers’ meeting, will stay in her current role, offering the Carney administration some continuity with diplomatic relations.

Gary Anandasangaree is set to move into the role of justice minister and attorney general.

Chrystia Freeland has been invited back into cabinet as transport minister, and has now arrived at Rideau Hall, a clear indication she accepted. Meanwhile, fellow leadership contender Karina Gould has not been offered a position.

Kamal Khera – who has been touted as the top fundraiser for the party in the last year – is expected to get a promotion to the health portfolio.

Other ministers staying in cabinet, but whose go-forward titles have yet to be confirmed, are Public Safety Minister David McGuinty, Natural Resources Minister Jonathan Wilkinson, Treasury Board President Ginette Petitpas Taylor, Defence Minister Bill Blair, Indigenous Services Minister Patty Hajdu, Seniors Minister Joanne Thompson, National Revenue Minister Elisabeth Briere, Labour Minister Steven MacKinnon, Small Business Minister Rechie Valdez, Sport Minister Terry Duguid, Housing Minister Nathaniel Erskine-Smith and Official Languages Minister Rachel Bendayan.

Steven Guilbeault is also going to continue on as minister, but with new responsibilities. He will take on the role as Carney’s Quebec Lieutenant, and also pick up the heritage, official languages, biodiversity, as well as parks and conservation files.

Carney is also poised to promote a few rookie Liberal MPs. Ali Ehsassi, Arielle Kayabaga, Kody Blois have all arrived at Rideau Hall.

Among the ministers CTV News has confirmed are being dropped from cabinet are Jean-Yves Duclos and Marc Miller.

Other current cabinet ministers who have said they aren’t seeking re-election and are expected to lose their ministries today are Mark Holland, Mary Ng, Gudie Hutchings, Pascale St-Onge, Harjit Sajjan, Lawrence MacAulay, and Marci Ien.

‘Immediate decision’ from cabinet: senior source

Carney’s itinerary – his first coming from the Prime Minister’s Office – released Friday morning confirms that he will emerge from Rideau Hall and take reporters' questions following the swearing-in.

The new prime minister is likely to face a series of queries about his next steps, from his first trip abroad as prime minister to his plans to speak with U.S President Donald Trump and other world leaders, and whether he intends to recall Parliament or send Canadians to the polls this spring.

Carney will then convene his new ministers at 2 p.m. EDT for their first cabinet meeting under his leadership.

A senior source told CTV News to expect an “immediate decision” out of cabinet.

Joly said Friday morning that she’s working to organize a call between U.S. President Donald Trump and Carney “in the next couple of days,” but wouldn’t confirm Carney’s plans to travel to Europe early next week.

“What I can say to you when it comes to Europe… is Canada wants to foster new partnerships in the world,” she said.

Conservative Leader Pierre Poilievre – whose campaign against Carney is well underway amid a tightening in the polls – has called a press conference at 2 p.m. EDT.,
