Here are the highest-paid City of Regina officials for 2025

Former city manager Niki Anderson, former REAL CEO Roberta Engel, and former Regina Police Service (RPS) chief Farooq Sheikh, were the City of Regina’s top paid officials in 2025.

According to the City of Regina’s public accounts, Anderson made $214,916 in base pay, with another $245,465 listed as “other,” which can include “vacation credits, sick credits, allowances, membership fees of $1,000 or greater, and / or amounts paid to an employee upon termination.”

Anderson was terminated from her position on July 30, 2025, following an undisclosed leave which began in April of 2025.

City clerk Jim Nicol, who took over the city manager role on an interim basis after Anderson’s departure, made $244,928 in base salary and another $5,600 in “other.”

Roberta Engel, former acting president and CEO of REAL, made a total of $343,241 in 2025.

Farooq Sheikh, who was terminated with cause from his position as RPS chief on Oct. 28, 2025, made $276,654 in base salary and $29,763 in “other.”

Sheikh was terminated following an investigation into alleged misconduct and inappropriate communications between Sheikh and a former member of the City’s board of police commissioners.

Anderson, Engel, and Sheikh were also among the top three highest paid city employees in 2024.

Other highest-paid employees with the City of Regina in 2025 are as follows:

• Deborah Bryden, deputy city manager of city planning and community services: $275,002
• Jennifer Johnson, deputy city manager of communications, Service Regina and tourism: $269,449
• Kurtis Doney, deputy city manager of city operations: $255,623
• Shannon Williams, city solicitor: $246,879
• Trent Stevely, deputy chief of RPS, administration: $267,971
• Daren Anderson, former chief financial officer / deputy city manager: $249,869

Anderson gave notice of his resignation in April of this year after less than 16 months in the role.

Regina Mayor Chad Bachynski made $166,891 in 2025, while each city councillor made a base salary of $67,665. Each councillor also has an annual budget of $10,000 which includes travel and communication expenses.

The City of Regina’s public accounts will be brought to the city council meeting scheduled for June 10 for filing.
