Regina’s latest Scarth Street Mall improvement concept includes pedestrian only walkway

The future of the Scarth Street pedestrian mall is set to be decided as the City of Regina has opened a survey to the public, asking the question of whether traffic should be allowed on the downtown staple. (DonovanMaess/CTVNews)

The City of Regina has released a proposed vision and concept design for a revitalized Scarth Street Mall, that includes keeping the walkway for pedestrians only.

According to the City, the concept design comes after months of public consultation, detailed technical analysis and a thorough review of other cities around the country with similar infrastructure to the outdoor mall.

In a recently released report called “What We Heard,” the City says many residents said they would like to see more events and activities for all ages at the mall, as well as enhanced safety and cleanliness, increased support for local businesses, a more vibrant gathering space with public art and improved accessibility for people of all ages and abilities, along with keeping the mall limited to pedestrian traffic only.

Regina’s previous council had floated around the idea of allowing vehicles in the mall or making the area a space for parking. Many residents voiced their disagreement with the proposals. A survey conducted by the city that had 6,600 respondents saw 90 per cent against allowing vehicles in the space.

The mall has been a pedestrian only space since 1975.

Last year, construction on a revitalization project was postponed until at least 2027 while further consultation on what to do with the space was conducted.

Residents are now invited to view the proposed concept and provide feedback using the guestbook tool on the BeHeard Regina page before Feb. 4.

“The final design will continue to be refined as the project progresses towards construction in 2027, ensuring Scarth Street Mall becomes a dynamic hub for connection and activity,” the City said in a news release.
