Three youths have been arrested after a dangerous driving incident that took place over the weekend in Moncton, N.B. A video shared on social media shows a young man on the roof of a vehicle driving down Vaughn Harvey Boulevard Sunday afternoon. Another young man is hanging out the driver’s side window at the same time. “We are aware of a video circulating on social media that appears to show youth riding on top of a moving vehicle,” said RCMP spokesperson Cpl. Hans Ouellette. Police started getting multiple reports of dangerous driving and “car surfing” in the area around 1 p.m. on Sunday. Ouellette said they later learned the same vehicle had been reported stolen from another location in Moncton. Police continued to receive reports about the vehicle and its occupants throughout Monday, including: Sunday evening, police found and arrested two of the youths involved. A third youth turned themselves in to police later. The three youths, a 16-year-old boy, a 14-year-old boy, and a 16-year-old girl were released from custody and are scheduled to appear in court at a later date. The investigation is ongoing and Ouellette says they anticipate issuing a news release when all details have been gathered and confirmed. ‘Are these kids that stupid?’ Kelsie-Ann Balcom took the video from the passenger seat of her car, which was being driven by her husband, around 1:15 p.m. Sunday. “When I saw them kind of climb onto the vehicle and then stand up with no hands, I was just shocked. Am I actually capturing this? Are these kids that stupid?” said Balcom. As of early Monday afternoon, the video had close to 300,000 views and had been shared on dozens of different Facebook groups “We could not get over the brazenness. I was so scared that one of the kids were going to fall. I was going to see something that I didn’t want to see and somebody would potentially run over them,” said Balcom. She says she was concerned about the well-being of the teens, which is why she took the video and later posted it, and hoped the RCMP had seen it too. “I wanted the parents to see that this is what your kids are doing, but I also was hoping that the RCMP would see it too because this was just so brazen and so stupid that I just couldn’t get over that this was what we were watching and they were just so erratic with their driving,” said Balcom. Since she was the one who took the video and posted it on social media, Balcom decided to call the police herself. When she called to report the incident, the 911 dispatcher said they had already received thousands of calls and the police were trying to locate the vehicle. “We’ve all been teenagers, but I know I wasn’t doing something like this as a teen,” said Balcom. “They were laughing, they were having a great time, but everybody around, you could just tell, was so worried and upset that something was going to happen.” ‘I was quite shaken by it’ Christina Robichaud said she was out for a walk on Twin Oaks Drive around 1:30 p.m. Sunday when she saw a black car with teenagers hanging outside the windows going up the street at top speed. Robichaud called 911 and shortly afterwards said she saw the car driving on the sidewalk near the YMCA Moncton North’s skate park. “I was quite shaken by it. I was shocked, absolutely,” she said. “There were children playing at the skate park.” The car then pulled into the parking lot of the YMCA and Robichaud said she saw the vehicle doing burnouts. “I immediately identified this as a massive safety risk. There was a lot of reckless endangerment here,” she said. “When they sped out, they nearly hit two cars on the way.
