A civilian employee of the Regina Police Service (RPS) has been charged with violating privacy laws by misusing a police database. Katrina Caza has been charged with an offence under The Local Authority Freedom of Information and Protection of Privacy Act or LAFOIP. According to police, if convicted, Caza could be fined up to $50,000 or imprisoned for up to one year. An internal investigation launched in the spring revealed Caza improperly accessed the RPS internal database six times between 2023 and 2025. The discovery was made thanks to a random audit of employee database access. Speaking to reporters Monday morning, RPS Chief Lorilee Davies said two of the accesses were made in relation to media releases the service published, while the remaining four had more personal connections. “Four of the accesses were related to information pertaining to someone that she had relationship with, like family matters, I would say,” she explained. Caza, who has been with RPS for four years, remains employed by the service, but has been transferred to a role that does not require access to police databases. According to RPS, criminal charges were considered by the Attorney General, but a charge under section 56(6) of LAFOIP was ultimately chosen. The breach has also been reported to the Saskatchewan Information and Privacy Commissioner. Caza is set to make her first appearance in Regina Provincial Court on Oct. 20. This latest breach marks the third snooping case in recent years to involve RPS personnel. Former RPS Sgt. Robert Semenchuck pleaded guilty in November 2025 to breach of trust and unauthorized use of a computer in connection to accessing the personal information of 33 women – several of whom he pursued personal relationships with. The former officer received a two-year conditional sentence. An investigation in late 2025 also found Cst. Clinton Duquette accessed the personal information of six people a total of 67 times over the course of three years. Duquette made his latest appearance in Regina Provincial Court on Monday. Davies framed the latest revelation as a sign the service’s internal measures to guard against privacy breaches are working, rather than a sign of issues with the culture at RPS. “No,” she said, responding to the question of whether three recent privacy breach “I believe this shows that our process is working. This was a random audit that uncovered this access, which I think speaks to our commitment to public transparency and holding our employees accountable,” she said. “I also think that the mistake of one person or a couple of people does not [paint] us all with the same brush.” According to the chief, the more than 400 sworn officers at RPS have access to the service’s database, along with around 150 civilian members. The level of access is determined on what each individuals duties are. “Certainly there are jobs that require access. So you think about our police information area, where we have many civilian professionals in there that are getting files ready for court. They have access to that information,” Davies added. As for any increased security measures, RPS is currently looking at requiring each database search to include a reason for the query. “So we’re working with our records management vendor to get that in place. But as it sits now, we just don’t have the technology to do it,” Davies added. “But I anticipate that we’ll get that happening in the next [few] months.”
