Former Surrey Mountie pleads guilty to breach of trust following corruption investigation

A former Surrey RCMP constable is facing 13 charges including drug trafficking and breach of trust.

A former Surrey RCMP officer who was arrested in an anti-corruption investigation in 2021 has pleaded guilty to one count of breach of trust, according to prosecutors.

Dawwd Alaaeldine Soukary entered his guilty plea last week on count two of the 13-count indictment.

The charge alleged that he had committed breach of trust by “accessing confidential police databases and files for a purpose inconsistent with his duties as a police officer” between Nov. 30, 2020 and his arrest on Jan. 27, 2021.

Soukary is scheduled to be sentenced on Aug. 27 in New Westminster.

The remaining charges against him—which include seven other counts of breach of trust, two counts of distributing cannabis and one count each of trafficking a controlled substance, conspiracy to commit robbery, and theft over $5,000—have not yet been stayed, but are expected to be once he is sentenced.

Breach of trust convictions can result in prison sentences of up to five years, according to the Criminal Code. The offence is also punishable by summary conviction, which could result in a fine of up to $5,000, a jail sentence of up to two years less a day, or both.

Soukary was in his probationary period as a constable with the Surrey RCMP when he was arrested.

His arrest followed a six-month covert investigation that began in summer 2020, Mounties said at the time.

Among the allegations that prompted the investigation were “improper associations with criminals,” police said.

After his arrest, Soukary was suspended and had his security clearance revoked. An RCMP Code of Conduct investigation also began, parallel to the criminal investigation.

He was later served a notice that his pay and allowances would be stopped, and his probationary period would be interrupted. He officially resigned from the RCMP in June 2021.

When charges were laid in July 2023, Soukary had relocated to Ottawa and was working as a real estate agent.

He voluntarily terminated his registration with the Real Estate Council of Ontario after the regulator charged him with failing to notify it of criminal charges laid against him.

Soukary entered an undertaking agreement with the RECO in which he agreed not to reapply for registration before July 1, 2026.
