A man has been charged with historic sexual assault charges in an incident involving two kids. Police are releasing details, believing there could be more victims. The Windsor Police Service said in July 2026, an investigation was launched after the Child Abuse and Sexual Assault Unit (CASA) received information. Investigators said the alleged offenses involved unwanted touching and took place on multiple occasions between 2019 and 2023. One child was reportedly threatened in an effort to prevent others from finding out, police said. On July 24, 53-year-old Raymond Edward Hebert, an east Windsor resident, was arrested. He is charged with two counts of sexual assault, two counts of sexual interference, invitation to sexual touching, uttering threats, and assault. No further details will be released in an effort to protect the identities of the victims. Investigators believe there could be more victims.
