Waterloo Regional Police have arrested a man they say flashed two young kids out trick-or-treating on Halloween. The alleged incident happened around 7:20 p.m. near Parkvale Drive and Bianca Court in Kitchener. Police said the youths were approached by a stranger who then exposed himself. The trick-or-treaters immediately left the area and told their parents what happened. They reported the incident to police a few hours later. Officers canvassed the neighbourhood and used surveillance video to identify a suspect. A 27-year-old man from Kitchener was arrested the next day and charged with committing an indecent act, indecent exhibition and exposure to a person under 16 years of age.
