Three years in, hybrid work remains tightly capped at city hall

Approximately three years after a hybrid work policy was introduced at Windsor City Hall, a new report to council is offering a clearer picture of how it’s being used across the city’s workforce.

Under the current framework, eligible staff can work from home one day per week, subject to operational needs and manager approval.

Approximately 17 per cent of the workforce have an approved hybrid agreement, according to the report, with fewer than 100 city hall employees working remotely on any given day.

Administration says that’s due to staggered schedules, operational requirements and the fact that many roles — particularly front-line and public-facing positions — must remain in person.

The report clarifies that hybrid work is not available across all departments and applies only to roles where remote work does not affect service delivery.

Hybrid agreements are also reviewed regularly and can be modified or revoked based on performance or operational needs.

City administrators say the program has been good for recruitment and retention, while maintaining service levels for residents, with no negative impacts on productivity identified so far.

The report was received by council Monday for information only, with no changes to the existing hybrid work policy proposed.
