LHSC supervisor says oversight role not a ‘5 day a week’ job; declares he billed province $761K in 2025

London Health Sciences Centre (LHSC) Supervisor David Musyj is defending the amount he billed the province for overseeing the hospital network, saying the work has expanded significantly since he was appointed by Ontario in 2024.

During LHSC’s monthly virtual update Wednesday, Musyj said he billed the province $761,464.12 plus HST in 2025 for his role supervising the hospital.

“Depending on the billing pattern, it’s like $780,000,” Musyj said during the online briefing.

Musyj said he is not an employee of LHSC or any hospital while serving in the provincially appointed role and instead operates as an independent contractor.

“Being employed by any hospital could create a conflict in the role I have, as an order in council,” Musyj said. “So as a result, my compensation I received is, I send a bill in, like an independent contractor. And that bill is paid.”

Musyj defended the compensation, saying he does not receive pension contributions, benefits, or other supports typically provided to salaried executives, and pays for his own expenses.

“I am fairly compensated for the work I’m doing, and it’s very important work, clearly for the role of LHSC,” he said. “And I’m honored to be doing the work. It’s definitely morphed since I was first brought to LHSC and has changed.”

Before being appointed LHSC supervisor in September 2024, Musyj served as president and CEO of Windsor Regional Hospital. According to Ontario’s public sector salary disclosure list, he earned $465,369 in 2024.

The province appointed Musyj to oversee LHSC amid concerns related to hospital governance, operations, and financial management practices, including an alleged procurement scandal that cost the hospital millions of dollars.

During Wednesday’s update, Musyj also addressed a request for proposals tied to a major window replacement project at University Hospital.

The work involves replacing more than 1,350 windows and over 2,600 glass units throughout the building after allegations of breach of contract and negligence were launched against several companies connected to the original installation.

“I wish we did not have to do, but we have to, because the windows were put in deficiently,” Musyj said. “The price will be determined through the RFP process. But I can pretty much guarantee that the price will be less than what we paid for it the first time, sadly.”

Musyj said the scope of the project means the work will take years to complete.
