Regina city council amends zoning bylaws for more housing in Al Ritchie, Coopertown

Regina city council has approved zoning bylaw amendments to allow new multi-unit housing projects in east central and northwest neighbourhoods.

Regina City Council has approved changes to zoning bylaws in the Al Ritchie neighbourhood and new Coopertown subdivision, to support the city’s need for housing.

Council passed a motion Wednesday to rezone the property located at 834 Broadway Avenue, to further the development of a multi-unit residential building.

The amendment to The Regina Zoning Bylaw, 2019 supports building a four unit building on each lot yielding up to eight-units.

Before council approved the amended bylaw unanimously, Councillor Mark Burton raised concerns about the lack of parking available near the property.

Of the 80 residents who live in the area, 45 addressed concerns related to parking, Burton told council.

“Everybody knows my opinion on housing density and lack of parking in the wrong place. That is well known here. Packing as many people into an area as possible, cheek by jowl, is not the objective of Regina Strategic Plan that wants to make Regina the most livable city,” he said.

At the meeting, councillors noted having different types of housing available aligns with the city’s overall goals.

“As a city we are continuing to evolve and mature and to look at market conditions with developers to see where densification makes sense and where it doesn’t, and really focusing on those areas where we have transit, roads, walkability, those types of things,” said Mayor Chad Bachynski.

He added that engaging with residents in collaboration with the city and developers can help address Regina’s need for more housing.

Coopertown to include joint-use school

City council also unanimously approved an amendment to its Coopertown Concept Plan to support a site for a “potential new joint-use school.”

The change to the zoning bylaw of 500 N Courtney Street will support the city’s plan on advancing a new neighbourhood within city limits, while also benefitting adjacent communities.

“It’s just the next step of iteration as we get closer to seeing development happening at Coopertown,” Bachynski added.

“It’s actually really exciting to see that there’s more thoughtfulness and work going into it. As well as a great collaboration between the developer and our city staff, as noted by the delegation today.”

The amendment to the bylaw will also support the development of the Northwest Regional Wastewater Lift Station.

Work on the subdivision officially broke ground in September 2025.
