London police have laid charges and identified the victim of a fatal shooting in downtown London. Robert Rico Rivard, 48, was pronounced dead after police were called to an apartment building at the corner of Central Avenue and Richmond Street at about 5:45 p.m. Tuesday. Mohamed Abdel Aziz Soumahoro, 21, of Laval, Quebec, has been charged with second degree murder, possess loaded/unloaded regulated firearm, possess restricted or prohibited firearm knowingly not holding a licence, and fail to comply with release order. According to police, the victim and accused were known to each other. The accused remains in custody and is scheduled to appear in London court on Oct. 7.
